What it means.

I have no clue what an "image hover script" does. Any script that
runs through the mouseover event handler is an image hover script
in my book. Traditional effects are changing the image or showing
a larger version somewhere else on the screen or showing a tooltip.

How this script is supposed to help me is not at all obvious.
It gives me so little information that I don't even get curious
what it does.
