It's hard. Canada, in particular, will not allow a foreigner to work in
the country unless the employer can prove that no in-country resource will
satisfy the requirement.

The "canonical" way of starting this process is to contact the country's
embassy in your own country. They can give you advice and material on the
processes that are involved.
