portal reccomendations

I am just getting into PHP, and working my way through a good book. But I
need some reccomendations.

I am contemplating ways to receive job applications on the web...

Is there some open-source PHP Nuke-like (portal?) tool that would allow me
to give users an individual username/password so they could:

1. Enter their contact info and add a resume
2. Come back later and update any changed info, including upload a new
resume?

Any reccomendations would be great.
