because I am ( sometimes ) quite good at "1 + 1 is 5andaquarter" ;-)
in this case it was triggered by using
tcl8.4.n +blt inside/from cygwin
and
tcl8.5beta -blt from ActiveState
on WinXP
where i feel like living in the babel 17 universe:
