TCL_PLUGIN_DIR (Version3.0 ?)

I try to use tclplugin 3.0 and have troubles with the
orientation what plugin where and what plugin.cfg
is interpreted.

To the version 3.0 I find no documentation.
The docu to the version 2.0 says something about
TCL_PLUGIN_DIR to be set in $HOME/.tclpluginrc.

It seems the 3.0 does not read the .tclpluginrc.
Where is to set the place of the plugin.cfg to be
interpreted ?

Can somebody give a small map how to go?

For example:
The scripts are in /srv/www/htdocs, the browsers
firefox, konqueror.
The .so is in /usr/lib/browser-plugins but in /opt/firefox/plugins, too.

The plugin.cfg in /usr/lib/nptcl3.0/config
