Active Tcl 8.4.12.0 fails to install in win98

I've got a laptop with win98... I just tried installing


ActiveTcl8.4.12.0.226725-win32-ix86-threaded.exe and I


get "Error in tclkit - file open failed"



Unfortunately I deleted my previous version (the *did*


install) a few days ago after I determined that the


latest version did install and run correctly on winXP.



I *really* need tcl on the laptop.



Is there a work around for the problem?
