[Ann] audit 1.0 package

Hello,

This is an announcement of the first stable release of an auditing package.

This package is in a way similar to logger package from tcllib, but focuses
on a file output and allowing to log more than just text information. Also,
this package is more focused on debugging errors than just logging
information.
