I can accurately report the collective sentiment of comp.lang.tcl:
for you to feel stupid is no goal. My recommendation: you should
instead feel clever for your intuition that something like [file
tail ...] suits your needs, and you should remember that Tcl has
been built by people much like you, who have worked to make it
useful. When something about Tcl doesn't feel right to you, it's
probably a good time to ask (as you have done already in several
instances) what you're missing.
