Well, you could change the definition of NEARBY_MS in tkBind.c and
recompile... :-)

If anyone wants to make that a dynamically changable value, the Tcl/Tk
maintainers can help. It's not hard to do. It's just not something that
anyone has complained about really for a long time, so it's probably
about the right value anyway.
