As noted, the core version and the "ActiveTcl" version are
related, but not meant to be the same.

This is definitely a bug - thanks for reporting it. Note
that our 8.5 release is pretty out of date. We will be
ensuring a fresh new one in time for the Tcl conference in
October (with lots of new feature goodness!).
