tcl error

 Tcl error [proc_bandwidth]: couldn't create error file for command: no


such file or directory



I have searched high and low as to how to fix this problem.  I am


running tcl8.4 on Win 2003 Server.  It seems that it is a tmp file


setting, but I cannot figure out what to change or where.
