3 Com Superstack 3 Firewall

I want to set up my firewall that it:

1) Restricts/filters access to all internet sites, except to specified
sites.

*and*

2) Has a specified range of internal IP addresses on our network where (1)
does not apply (i.e. has unrestricted access to the Internet)

I can do (1) but not (2), and I need both of them to work.

I have a 3 Com Superstack 3 firewall. Can someone please advise me on how to
achieve this?
