Watermarking turns the data-compression problem into an arms race.

Audio compression, for example, becomes more effective as we discover
better and better models for real-world audio. If the attacker settles
on a model, and the watermarker then comes up with a better model, the
watermarker wins. If the watermarker settles on a model, and the
attacker then comes up with a better model, the attacker wins. There's
no end in sight.

I have no idea why anyone thinks this is a cryptographic problem.
