Every user in the world also gets unencrypted email, often about stuff
that's private. There are times when more is needed. That's why we
have encryption.

This particular file we're discussing is encrypted, presumably because
the originator believes it to be especially susceptible to attack
(maybe it's getting sent over an unauthenticated wireless network), or
it's an especially juicy target. Either way, it can't be treated like
an ordinary exe. If it could, it wouldn't need to be encrypted in the
first place.
