Any type of cipher can be used to encrypt numbers.

Were these numbers encrypted on a computer? Was the encryption done by
hand?

Given the small amount of ciphertext, if the algorithm is decent, you
may not have enough information to break this encryption.

If you did successfully decrypt the ciphertext, how would you know that
you were successful?
