The rest of the Official Secrets Act has the limitation of British
territory and/or British citizens. Section 6 is different, it covers
non British citizens and organisations world wide - they just have to
accept that they received the information "in confidence". To ensure
that readers knows that the document is not for public distribution
there are MOD regulations requiring authors to cover the front page in
warnings.
