"There shall be no limitation on key size,
and one of the functions will serve One Time
      Pad in an easy-to-use manner."

Is it my imagination, or is this about the third proposal in three
months to "serve" One Time Pads?

If the OTP is "served", what good is it? If it's "served" encrypted,
then it's no stronger than the crypto that protects it. So why not
just use the crypto and forget the OTP?
