What does this mean? Do you mean that PGP, TrueCrypt, etc., don't meet
your requirements? If so, what requirements do they fail?

If the key missing thing is usability, can you build on top of PGP, etc.?
Have you looked at other work in making these schemes usable (e.g.,
Simson Garfinkel's scheme for opportunistic encryption, etc.)?

Starting over from scratch and re-inventing the wheel hardly sounds like
the optimal strategy here....
