Transporting One Time Pads is very difficult. This makes
it unusable by the general public.

A company may be able to transport a One Time Pad to its
overseas office but there is a lot that can go wrong.

The general public may need the ability to talk to lots of
other people (and companies). Each talk will need to be
separately encrypted. One of the people will be talking for
the first time. The product needs to be able to handle this.
