I wonder how you arrive at that conclusion. You can protect key material
using physical and procedural security -- the same way people protect
printed copies of confidential documents.

Maybe you have a set of very severe constraints in mind. If that's the
case, you should examine your assumptions closely and see if you're
making the problem more difficult than necessary. You can define away
solutions that are good enough in practice.
