Help needed to evaluate crypto software

Hello:

I just hired a Russian programmer to implement a keygen for
the Secure Real Time Protocol (SRTP). I asked him to implement an
equivalent functionality as the one provided by this site:

   http://voxilla.com/certrequest.php

except that the program is not going to be web-based.

I will place the source code in the public domain, but I need
the help of knowledgeable cryptographers to make sure that the
program that I will receive is not snake oil.

Any ideas on how to evaluate the program's functionality
are very much welcome.
