The extended manual for the FIALKA on that site is very interesting, and
answers all my questions!

It turns out that the symbol with three transistors in a circle on the
original site from which I heard about the FIALKA did represent what I
thought it might - called the "Magic" circuit, it permutes three signals
around in a circle.

And one other wire is used to cause a letter to be enciphered as itself.

Thus, the machine is not perfectly reciprocal, and each letter may
become all thirty other possibilities - so the weaknesses of an
Enigma-like design are eliminated, while still retaining the advantage
of having the current flow through the rotors twice.
